Implementing an electronic medical record (EMR) system is an optimal way to address inefficiencies and productivity bottlenecks, and improve the quality of patient care.

The meaningful use final rules have been set. Core requirements and key criteria have been announced. And, in order to qualify for federal incentive payments under the HITECH Act of ARRA, physicians must demonstrate meaningful use of their EMR systems for a minimum of 90 consecutive days. While the meaningful use final rules help lay the path to securing government incentives, the bar for physician practices has been set high.

HITECH reimbursements will range from $44,000 to $64,000 for physicians using an EMR in a "meaningful" way. Physicians should fully utilize a certified EMR by January 1, 2011.

Incentives turn to penalties in 2015

Clarifying the "certified" EMR confusion.

The Department of Health and Human Services (HHS) is working to authorize certification testing bodies who will certify EMRs under the federal subsidy program.

Recently, HHS unveiled a final regulation allowing for a temporary certification process for EMR vendors. With incentive payments beginning in 2011, the temporary certification process is necessary for physicians who must demonstrate digital documentation this fall/winter with the hopes of securing the maximum reimbursement amount available.

The temporary certification program will be operational for meaningful use Stage 1, while the permanent certification program will be operational for Stage 2. The final rule for the permanent certification program is expected this fall.
